What Is the BNQ 3009-500 Standard?
The BNQ 3009-500 standard, "Residential building — Practices for inspection for a real estate transaction," was published by the Bureau de normalisation du Québec (BNQ), at the request of the Régie du bâtiment du Québec (RBQ), to standardize residential inspection practices throughout Quebec.
Specifically, it establishes:
- A common vocabulary to describe the condition of a building's components (normal wear, disorder, defect, potential hidden defect)
- A clear scope of what is inspected — and what isn't
- Minimum mandatory content for the inspection report given to the consumer
- Access and weather-condition limits governing what the inspector can reasonably assess on the day of the visit

Before this standard, every inspector could work their own way, with widely varying report quality. The BNQ 3009-500 standard guarantees you a minimum, comparable level of rigor no matter which inspector you consult — a central issue since the adoption of Bill 16 on the regulation of building inspections.
RBQ Certification for Inspectors — What You Need to Know
The RBQ's new framework (in effect since October 1, 2024, with a transition period until October 1, 2027) is progressively requiring every building inspector to hold a certificate from the Régie du bâtiment du Québec and apply the BNQ 3009-500 standard in their practice. Until then, always ask your inspector where they stand in this certification process.
