What Is the Parking Inspection Required Under Bill 122?
Bill 122, adopted by the Régie du bâtiment du Québec (RBQ) following fatal incidents linked to concrete slab collapses, requires mandatory periodic inspection of any parking structure with at least one structural concrete slab used as a driving surface — whether indoor, outdoor, underground, or elevated.
This requirement is designed to detect the deterioration of concrete and steel reinforcement before it compromises the structural safety of the building.
Here are the key requirements:
- First inspection: between 12 and 18 months after the parking structure's construction
- Frequency: a complete inspection every five (5) years
- Who can sign it: a report signed by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ)
- Retention requirement: the report must be kept on-site and available to the RBQ upon request
- Responsibility: it falls to the building owner or, for a condominium, the syndicate
