What Is the Maintenance Logbook?
The maintenance logbook is a technical planning document that lists all the components of a condo building's common areas: their nature, condition, useful life, and recommended maintenance cycles for each. It includes a preventive maintenance schedule and an asset management plan, aimed at maximizing component lifespan and ensuring the building's long-term sustainability.
- Legal basis: article 1070.2 of the Civil Code of Québec, introduced by Bill 16
- In force since: August 14, 2025
- Deadline for the first logbook: no later than August 15, 2028 (3 years and 1 day after coming into force)
- Update: annual
- Full review: at least every 5 years (or 10 years in certain specific cases set out in the regulation)
- Who can prepare it: a member of the OIQ, OAQ, OTPQ, or OEAQ
- Important restriction: the designated professional cannot sit on the syndicate's board of directors, nor be the manager, a co-owner, or a resident of the building
The Link with the Contingency Fund Study
The maintenance logbook and the contingency fund study (article 1071 C.c.Q.) are two distinct obligations under Bill 16 — but closely linked. The contingency fund study must be based on a valid maintenance logbook to calculate the condo's required financial contributions. That's why it's advantageous to have both documents prepared together, or at least in a consistent way: this ensures the data is harmonized and avoids duplicating certain inventory and inspection steps.
